The Ganges River Essay The Ganges River is very sacred to the Hindus. This river starts in the Himalayas and flows across the northern part of India and into Bangladesh and finally empties into the Bay of Bengal. The Ganges River flows a total of 1,557 miles and provides water for southern Tibet, northern India, Nepal, and Bangladesh. This is a very important river for everyone, especially the Hindus, but f we do not take care of it will be destroyed by pollution. The Hindus use the Ganges River to cleanse their sins. They believe that the goddess Ganga came to earth in the form of a river, and if they bathe in it their sins will be cleansed. Millions of Hindus come long ways to cleanse themselves in the river each year. The Hindus believe that if you die while in the river, you are guaranteed a place in paradise. This river also provides nutrients for the farms it passes through. The tributaries  of the Ganges supports about 300 million people. Many of these people do not even know that their river is being polluted. The Ganges River runs along a few big cities. Factories in this city along the coast are spilling pollutants into the river. With the growing population, pollution is not slowing down. It is estimated that 230 million gallons of sewage are being put into the river each day. This river is becoming more polluted as the population gets larger and the amount of waste increases. If a very strong effort is not put in to helping save this river it will not be able to help anybody. Some efforts are being made to clean up the Ganges river. In 1986, a project for 250 million dollars was made to try to clean up the river. To deal with the population problem, incentives are given to families with two children or less. Still the average family has three to four children. More of an effort to restore this river needs to be made or else it will be destroyed. If this river does get destroyed it will devastate many people, especially the Hindus. Some people believe it is already to polluted to clean up. Better ways of controlling their pollution will need to be made to save this river.

However, a woman can also use her strong influence in a negative way. This can be seen in Macbeth, where Lady Macbeth is the evil force behind Macbeth's cruelty and evil doings. In Shakespeare's Macbeth, Lady Macbeth is the main reason that Macbeth is transformed from a noble, respected Thane into a ruthless, murderous character. Lady Macbeth fuels his inner desire for power and brings forth his greed and ambition, which both eventually lead to his downfall. The tactics that Lady Macbeth use to drive her husband to this downfall are manipulation, dominance, and her evil nature. Lady Macbeth manipulates Macbeth into believing that he is a coward and a bad husband, which persuades him to agree to the murder of King Duncan. She dwells on the fact that he is a coward, when she says "My hands are of your colour, but I shame/ to wear a heart so white" (2.2.64-65). This instills feelings of embarrassment into his mind, and manipulates him into believing that if he does not murder King Duncan, he will be a weak, cowardly man. Not only is she challenging his manhood, by appearing to be the stronger and braver of the two, but also, by calling his heart "white", she is criticizing his cowardice. The fact that his wife is undermining his masculinity causes Macbeth to want to be stronger, and not to appear weak and timid. When Lady Macbeth yells "Infirm of purpose! Give me the daggers. The sleeping and the dead/ are but as pictures. 'Tis the eye of childhood/ that fears a painted devil" (2.2.53-55), she further contributes to the shame which she has driven into Macbeth's mind. She bluntly tells him that he is acting like a weak, nervous child, and insults him for being afraid of something that is already dead! This shame encourages Macbeth to want to consent to his wife's plan. Another method which Lady Macbeth uses to manipulate her husband's mind is by making him feel guilty for being a bad husband, who breaks his promises: "What beast was't then/ that made you break this enterprise to me?" (1.7.47-48). She knows that by saying this, he will feel remorse for breaking a promise to his wife whom he loves so much. President's Commission on the Status of Women 1961-1963 December 14, 1961 - October, 1963 While similar institutions with the name Presidents Commission on the Status of Women (PCSW) have been formed by various universities and other institutions, the key organization by that name was established in 1961 by President John F. Kennedy to explore issues relating to women and to make proposals in such areas as employment policy, education, and federal Social Security and tax laws where these discriminated against women or otherwise addressed womens rights. Protecting Women's Rights Interest in womens rights and how to most effectively protect such rights was a matter of growing national interest. There were more than 400 pieces of legislation in Congress which addressed womens status and issues of discrimination and expanding rights. Court decisions at the time addressed reproductive liberty (the use of contraceptives, for instance) and citizenship (whether women served on juries, for example). Those who supported protective legislation for women workers believed that it made it more feasible for women to work. Women, even if they worked a full-time job, were the primary childrearing and housekeeping parent after a day at work. The supporters of protective legislation also believed that it was in societys interest to protect womens health including womens reproductive health by restricting hours and some conditions of work, requiring additional bathroom facilities, etc. Those who supported the Equal Rights Amendment (first introduced in Congress soon after women won the right to vote in 1920) believed with the restrictions and special privileges of women workers under protective legislation, employers were motivated to higher fewer women or even avoid hiring women altogether. Kennedy established the Commission on the Status of Women in order to navigate between these two positions, trying to find compromises that advanced the equality of womens workplace opportunity without losing the support of organized labor and those feminists who supported protecting women workers from exploitation and protecting womens ability to serve in traditional roles in the home and family. Kennedy also saw a need to open the workplace to more women, in order to have the United States become more competitive with Russia, in the space race, in the arms race - in general, to serve the interests of the Free World in the Cold War. The Commission's Charge and Membership Executive Order 10980 by which President Kennedy created the Presidents Commission on the Status of Women spoke for womens basic rights, opportunity for women, the national interest in security and defense of a more efficient and effective utilization of the skills of all persons, and the value of home life and family. It charged the commission with the responsibility for developing recommendations for overcoming discriminations in government and private employment on the basis of sex and for developing recommendations for services which will enable women to continue their role as wives and mothers while making a maximum contribution to the world around them. Kennedy appointed Eleanor Roosevelt, former US delegate to the United Nations and widow of President Franklin D. Roosevelt, to chair the commission. She had played a key role in establishing the Universal Declaration of Human Rights (1948) and shed defended both womens economic opportunity and womens traditional role in the family, so she could be expected to have the respect of those on both sides of the protective legislation issue. Eleanor Roosevelt chaired the commission from its beginning through her death in 1962. The twenty members of the Presidents Commission on the Status of Women included both male and female Congressional representatives and Senators (Senator Maurine B. Neuberger of Oregon and Representative Jessica M. Weis of New York), several cabinet-level officers (including the Attorney General, the Presidents brother Robert F. Kennedy), and other women and men who were respected civic, labor, educational, and religious leaders. There was some ethnic diversity; among the members were Dorothy Height of the National Council of Negro Women and the Young Womens Christian Association, Viola H. Hymes of the National Council of Jewish Women. The Legacy of the Commission: Findings, Successors The final report of the Presidents Commission on the Status of Women (PCSW) was published in October 1963. It proposed a number of legislative initiatives but did not even mention the Equal Rights Amendment. This report, called the Peterson Report, documented workplace discrimination, and recommended affordable child care, equal employment opportunity for women, and paid maternity leave. The public notice given to the report led to considerably more national attention to issues of womens equality, especially in the workplace. Esther Peterson, who headed the Department of Labors Womens Bureau, spoke about the findings in public forums including The Today Show. Many newspapers ran a series of four articles from the Associated Press about the commissions findings of discrimination and its recommendations. As a result, many states and localities also established Commissions on the Status of Women to propose legislative changes, and many universities and other organizations also created such commissions. The Equal Pay Act of 1963 grew out of the recommendations of the Presidents Commission on the Status of Women. The Commission dissolved after creating its report, but the Citizens Advisory Council on the Status of Women was created to succeed the Commission. This brought together many with a continuing interest in various aspects of womens rights. Women from both sides of the protective legislation issue looked for ways in which both sides concerns could be addressed legislatively. More women within the labor movement began to look at how protective legislation might work to discriminate against women, and more feminists outside the movement began to take more seriously the concerns of organized labor in protecting womens and mens family participation. Frustration with progress towards the goals and recommendations of the Presidents Commission on the Status of Women helped fuel the development of the womens movement in the 1960s. When the National Organization for Women was founded, key founders had been involved with the Presidents Commission on the Status of Women or its successor, the Citizens Advisory Council on the Status of Women.

What a Java Package Is In Programming Programmers are an organized bunch when it comes to writing code. They like to arrange their programs so that they flow in a logical way, calling separate blocks of code that each has a particular job. Organizing the classes they write is done by creating packages. What Packages Are A package allows a developer to group classes (and interfaces) together. These classes will all be related in some way – they might all be to do with a specific application or perform a specific set of tasks. For example, the Java API is full of packages. One of them is the javax.xml package. It and its sub packages contain all the classes in the Java API to do with handling XML. Defining a Package To group classes into a package, each class must have a package statement defined at the top of its .java file. It lets the compiler know which package the class belongs to and must be the first line of code. For example, imagine youre making a simple Battleships game. It makes sense to put all the classes needed in a package called battleships: package battleships class GameBoard{ } Every class with the above package statement at the top will now be part of the Battleships package. Typically packages are stored in a corresponding directory on the filesystem but it is possible to store them in a database. The directory on the filesystem must have the same name as the package. Its where all the classes belonging to that package are stored. For example, if the battleships package contains the classes GameBoard, Ship, ClientGUI then there will be files called GameBoard.java, Ship.java and ClientGUI.java stored in a directory call battleships. Creating a Hierarchy Organizing classes doesnt have to be at just one level. Every package can have as many sub packages as needed. To distinguish the package and subpackage a . is placed in-between the package names. For example, the name of the javax.xml package shows that XML is a sub package of the javax package. It doesnt stop there, under XML there are 11 sub packages: bind, crypto, datatype, namespace, parsers, soap, stream, transform, validation, ws, and XPath. Consequently, computer-based patient education program is considered as an approach which may help enhance health care. Despite its role in empowering the patients with the required information to take care of their health, patient education programs are usually time-consuming with physicians taking more than 25 percent of their time in giving patient instructions and counseling (Heiskell, 2010). Computer-based patient education programs are recommended given that they are patient focused, inexpensive, fast and effective (Muhamad, Afshari and Mohamed, 2011). Studying Liberal Arts will enhance my skills and will develop me into a well-rounded person with a Nursing career. Unlike most professional studies with a focus on career goals, Liberal Art prepares at student for the real world. Most students are not aware of the importance and value of a Liberal Arts education. Courses like English, History, Psychology, Philosophy, and Christianity teaches you how to write and understand. It gives you a better understanding of the world and improves your communication skills. With such a variety students will be more decisive about ideas, beliefs, problems, and choices. This will prepare them for the dilemmas they will face in the world. Higher education is not about simply finding a good job after graduation. A liberal college gives you values and standards that will make you a better person. With a nursing major I will need the communication skills that a Liberal Arts education will give. This will help me interact better with my patients and co-workers and understand differences. Working in a nursing home or hospital I will experience different people and beliefs. I have some skills, but an education with a variety will give me an advantage over nurses with a basic 2-year degree that is career orientated. I interpret it as HBU giving me a foundation. Nursing pre-requisites concurrent with Liberal Arts pre- requisite gives me stepping stones into the nursing program. I will gain more knowledge this way and once I do enter the program I will be well balanced. Some of my acquaintances think that the pre-requisites are harder than the actual program because of the variety, but I disagree. Some of my high school classmates wanted to attend HBU but were deterred because of the Liberal Arts and Christianity requirements. They felt social gatherings like convocation and bible studies were unnecessary and boring, but they help you develop better morals and discipline. They will lack these features that I will have. Liberal studies require you to be artistic and think outside the box. Managers at the odd jobs I have had lacked those features, and that’s why they were bad employers. A liberal college gives students a smaller learning setting which enables us to develop relationships with teachers and students. It’s much better than a major that’s strictly pre-med or pre-pharmacy. It’s very different from a non-liberal college. It helps develop relationships between the teachers and students. This is impossible at a school with over a hundred thousand students. I was not aware of how liberal this college was until my SOAR orientation. Courses like Philosophy and Psychology can be applied to life. In my opinion, high school wasn’t liberal enough. My friends and I would find ourselves asking, â€Å"When are we going to use this stuff?† and â€Å"Why don’t they teach us stuff that’s useful?† Where can we apply chemistry if we’re not a Chemist? I thank GOD for bringing me to HBU. When I graduate I know I will be well prepared for the world. The medical field is a stressful career. You really have to be well- rounded because you are dealing with people. As a nurse you have to understand your patients especially when you are in a nursing home. Education System Comparison Between Usa and Latvia Essay

Introduction Everyone knows that in nowadays there are many possibilities and ways to learn, but in Latvia this is very topical theme right now. Many of the high school graduates want to learn abroad. And I do not think that this is good, because like about half of the students or people that go to learn abroad, never comes back to the native country. That is why I have chosen this topical theme. I am going to study educational systems in these countries. I am going to poll some of the 12th grade students about what are they thinking about learning in USA. I want to achieve that kind of position when a student reads my research project and especially the higher education in Latvia part he changes his mind and stays to learn here. My hypothesis for this Research Work is – the education systems in Latvia and in the USA are different and this is a reason why people in Latvia choose the USA for studies very often. The Aim of the Research Work is to compare the education systems in the USA and in Latvia and to find out middle school students opinion about studies in Latvia and in the USA. The main objectives of the Research Work are: †¢ To collect the information about educational system in Latvia †¢ To collect the information about educational system in the USA †¢ To make a questionnaire and analyze the results of middle school students opinion about studies in Latvia and in the USA Educational system in USA Education in the United States is provided mainly by government, with control and funding coming from three levels: federal, state, and local. School attendance is mandatory and nearly universal at the primary and secondary levels. At these levels, school curricula, funding, teaching, and other policies are set through locally elected school boards with jurisdiction over school districts. School districts are usually separate from other local jurisdictions, with independent officials and budgets. Educational standards and standardized testing decisions are usually made by state governments. The age for compulsory education vary by state, beginning at the age five to eight and ending at the age of fourteen to eighteen. A growing number of states are now requiring school attendance until the age of 18.[6] 1.1 Preschool There are no mandatory public prekindergarten or crà ¨che programs in the United States. The federal government funds the preschool program for children of low-income families, but most families are on their own with regard to finding a preschool or childcare. In the large cities, there are sometimes upper-class preschools catering to the children of the wealthy.[6] 1.2 Elementary and Secondary Education Schooling is compulsory for all children in the United States, but the age range for which school attendance is required varies from state to state. Most children begin elementary education with kindergarten (usually five to six years old) and finish secondary education with twelfth grade (usually eighteen years old). In some cases, pupils may be promoted beyond the next regular grade. Some states allow students to leave school at the age of 14–17 with parental permission, before finishing high school. Most parents send their children to either a public or private institution. According to government data, one-tenth of students are enrolled in private schools. Approximately 85% of students enter the public schools, largely because they are â€Å"free† (tax burdens by school districts vary from area to area). Most students attend school for around six hours per day, and usually anywhere from 175 to 185 days per year. Most schools have a summer break period for about two and half months from June through August. This break is much longer than in many other nations. Originally, â€Å"summer vacation,† as it is colloquially called, allowed students to participate in the harvest period during the summer. However, this remains largely by tradition.[6] Parents may also choose to educate their own children at home; 1.7% of children are educated in this manner. 1.2.1 Junior high school Junior high school is any school intermediate between elementary school and high school. It usually includes seventh and eighth grade, and sometimes sixth or ninth grade. In some locations, junior high school includes ninth grade only, allowing students to adjust to a high school environment. Middle school is often used instead of junior high school when demographic factors increase the number of younger students. At this time, students are given more independence as choosing their own classes. Usually, starting in ninth grade, grades become part of a student’s official transcript. Future employers or colleges may want to see steady improvement in grades and a good attendance record on the official transcript. Therefore, students are encouraged to take much more responsibility for their education.[6] 1.3 Higher education Post-secondary education in the United States is known as college or university and commonly consists of four years of study at an institution of higher learning. There are 4,352* colleges, universities, and junior colleges in the USA. Students traditionally apply to receive admission into college, with varying difficulties of entrance. Schools differ in their competitiveness and reputation; generally, the most prestigious schools are private, rather than public. Admissions criteria involve the rigor and grades earned in high school courses taken, class ranking, and standardized test. Most colleges also consider more subjective factors such as a commitment to extracurricular activities, a personal essay, and an interview. While numerical factors rarely ever are absolute required values, each college usually has a rough threshold below which admission is unlikely.[2] *- January 2009. data from www.ed.gov Once admitted, students engage in undergraduate study, which consists of satisfying university and class requirements to achieve a bachelor’s degree in a field of concentration known as a major. The most common method consists of four years of study leading to a Bachelor of Arts (B.A.), a Bachelor of Science (B.S.), or sometimes another bachelor’s degree such as Bachelor of Fine Arts (B.F.A.), Bachelor of Social Work (B.S.W.), Bachelor of Engineering (B.Eng.,) or Bachelor of Philosophy (B.Phil.) Five-Year Professional Architecture programs offer the Bachelor of Architecture Degree (B.Arch.) Professional degrees such as law, medicine, pharmacy, and dentistry, are offered as graduate study after earning at least three years of undergraduate schooling or after earning a bachelor’s degree depending on the program. These professional fields do not require a specific undergraduate major, though medicine, pharmacy, and dentistry have set prerequisite courses that must be taken before enrollment.[2] Some students choose to attend a community college for two years prior to further study at another college or university. In most states, community colleges are operated either by a division of the state university or by local special districts subject to guidance from a state agency. Community colleges may award Associate of Arts (AA) or Associate of Science (AS) degree after two years. Those seeking to continue their education may transfer to a four-year college or university. Some community colleges have automatic enrollment agreements with a local four-year college, where the community college provides the first two years of study and the university provides the remaining years of study, sometimes all on one campus. The community college awards the associate’s degree, and the university awards the bachelor’s and master’s degrees. Graduate study, conducted after obtaining an initial degree and sometimes after several years of professional work, leads to a more advanced degree such as a master’s degree, which could be a Master of Arts (MA), Master of Science (MS), Master of Business Administration (MBA), or other less common master’s degrees such as Master of Education (MEd), and Master of Fine Arts (MFA). After additional years of study and sometimes in conjunction with the completion of a master’s degree, students may earn a Doctor of Philosophy (Ph.D.) or other doctoral degree, such as Doctor of Arts, Doctor of Education, Doctor of Theology, Doctor of Medicine, Doctor of Pharmacy, Doctor of Physical Therapy, or Doctor of Jurisprudence. Some programs, such as medicine, have formal apprenticeship procedures post-graduation like residency and internship wh ich must be completed after graduation and before one is considered to be fully trained. Other professional programs like law and business have no formal apprenticeship requirements after graduation.[3] Entrance into graduate programs usually depends upon a student’s undergraduate academic performance or professional experience as well as their score on a standardized entrance exam. Many graduate and law schools do not require experience after earning a bachelor’s degree to enter their programs; however, business school candidates are usually required to gain a few years of professional work experience before applying. Only 8.9 % of students ever receive postgraduate degrees, and most, after obtaining their bachelor’s degree, proceed directly into the workforce.[7] 1.4 Basic Curricular Structure Generally, at the high school level, students take a broad variety of classes without special emphasis in any particular subject. Curricula vary widely in quality and rigidity. The following subjects are fairly universally required in the United States: †¢ Science (usually two years minimum, normally biology, chemistry and physics) †¢ Mathematics (usually two years minimum, normally including algebra, geometry, algebra II, and/or trigonometry) †¢ English (usually four years minimum, including literature, humanities, etc.) †¢ Social Science (usually three years minimum, including various history, government/economics courses) †¢ Physical education (at least one year) Many states require a â€Å"health† course in which students learn about anatomy, nutrition, first aid, sexuality, and birth control. Anti-drug use programs are also usually part of health courses. In many cases, however, options are provided for students to â€Å"test out† or perform independent study in order to complete this requirement. Foreign language and some form of art education are also a mandatory part of the curriculum in some schools.[6] 1.5 Extracurricular activities A major characteristic of American schools is the high priority given to sports, clubs and activities by the community, the parents, the schools and the students themselves. Extracurricular activities are educational activities not falling within the scope of the regular curriculum but under the supervision of the school. These activities can extend to large amounts of time outside the normal school day; home-schooled students, however, are not normally allowed to participate. Student participation in sports programs, drill teams, bands, and spirit groups can amount to hours of practices and performances. Most states have organizations which develop rules for competition between groups. These organizations are usually forced to implement time limits on hours practiced as a prerequisite for participation. Many schools also have non-varsity sports teams, however these are usually afforded less resources and attention. The idea of having sports teams associated with high schools is relatively unique to the United States in comparison with other countries. Sports programs and their related games, especially football and/or basketball, are major events for American students and for larger schools can be a major source of funds for school districts. High school athletic competitions often generate intense interest in the community. Inner city schools serving poor students are heavily scouted by college and even professional coaches, with national attention given to which colleges outstanding high school students choose to attend. State high school championship tournaments football and basketball attract high levels of public interest. In addition to sports, numerous non-athletic extracurricular activities are available in American schools, both public and private. Activities include musical groups, marching bands, student government, school newspapers, science fairs, debate teams, and clubs focused on an academic area or cultural interests.[5] 1.6 Electives Many high schools offer a wide variety of elective courses, although the availability of such courses depends upon each particular school’s financial resources and desired curriculum emphases. Common types of electives include: †¢ Visual arts (drawing, sculpture, painting, photography, film) †¢ Performing arts (drama, band, chorus, orchestra, dance) †¢ Technology education (woodworking, metalworking, automobile repair, robotics) †¢ Computers (word processing, programming, graphic design) †¢ Athletics (cross country, football, baseball, basketball, track and field, swimming, tennis, gymnastics, water polo, soccer, wrestling, cheerleading, volleyball, lacrosse, ice hockey, field hockey, boxing, skiing/snowboarding) †¢ Publishing (journalism/student newspaper, yearbook/annual, literary magazine) †¢ Foreign languages (Spanish, French are common; Chinese, Latin, Greek, German, Italian, Arabic, and Japanese are less common)[5] 1.7 Advanced Courses Many high schools provide Advanced Placement (AP) or International Baccalaureate (IB) courses. These are special forms of honours classes where the curriculum is more challenging and lessons more aggressively paced than standard courses. AP or IB courses are usually taken during the 11th or 12th grade of high school.[6] 1.8 Home Schooling There was 1,3 million children that were home schooled in 2008, up 74% from 1999 when the US Department of Education first started keeping statistics. This was 2.9% of all children. Parents select moral or religious reasons for home schooling their children.[1] 1.9 School grades As you can see in the table (Table N.1), in the U.S. the first year of compulsory schooling begins with children at the age of five or six. Children are then placed in year groups known as grades, beginning with first grade and culminating in twelfth grade. Typical ages and grade groupings in public and private schools may be found through the U.S. Department of Education. Many different variations exist across the country.[2] For more foreseen scheme of education in USA see Appendix N.1. 1.10 Grading scale In schools in the United States children are continually assessed throughout the school year by their teachers, and report cards are issued to parents at varying intervals. Generally the scores for individual assignments and tests are recorded for each student in a grade book, along with the maximum number of points for each assignment. At any time, the total number of points for a student when divided by the total number of possible points produces a percent grade which can be translated to a letter grade. Letter grades are often used on report cards at the end of a marking period, although the current grade may be available at other times. Although grading scales usually differ from school to school, the grade scale which seems to be most common is as follows. The grading is based on a scale of 0-100 or a percentile. Note that in some jurisdictions the â€Å"D† grade (or that below 70) is considered a failing grade. In other jurisdictions a â€Å"D† grade is considere d passing in certain classes, and failing in others. However, the institutions of higher education are free to determine which of the elective subjects must have been taken by the applicant at the secondary school in order to become eligible for admission to a chosen program. There are no fixed all-Latvian rules determining the admission system and it may differ between different institutions and even between different faculties of the same institution of higher education. The main forms of admission procedure may be as follows: †¢ 1 to 4 competitive entrance examinations; †¢ a competition of diplomas plus an interview by the Admission board, which may include general questions in subjects important to the chosen specialty; †¢ just a competition of diplomas (usually judging by the marks in subjects important to the chosen program and/or average mark in the secondary school certificate); †¢ knowledge of Latvian language is evaluated in these cases when the applicant has not had Latvian as the language of instruction in secondary school. An admission board consisting of staff members is formed in all higher educational institutions to carry out admission procedures in accordance with conditions announced at least 5 months before.[9] 2.9 Higher Education 2.9.1 Academic higher education (AkadÄ“miskÄ  augstÄ kÄ  izglÄ «tÄ «ba) is understood as a general higher education based upon fundamental and/or applied science. Academic education can be (and in most cases is) divided into two stages. A student has to perform a thesis of a Research Work at the end of each stage. I. First degree An academic degree and a Bachelor diploma (Bakalaura grÄ ds) can be awarded after successive completion of the first stage. Bachelor degree is an intermediate degree and can be treated as a completed higher education only in these cases when duration of program is 4+ years. However, part of the students leave universities having a bachelor`s degree and find their gap in the labor market. II. Second degree Academic master degree (MaÄ £istra grÄ ds) and the appropriate diploma is awarded after the second stage of academic education and should be treated as a complete university-type higher education. Master degree or a degree equivalent to it (e.g. medical studies are of a level of master`s degree but name of master`s degree is not applicable) can be awarded after total duration of 5-7 years of university studies. Master degree (or equivalent) is required for admission to doctoral studies. III. Higher degrees There are two of doctoral degrees in Latvia Degree of Ph.D. (Doktora grÄ ds) Holders of master`s degree are eligible for doctoral studies and the holders of Ph.D. is expected to be achieved in a 3-4 year period of full-time doctoral studies after a public defense of doctoral thesis. After defense of habilitation thesis you are awarded with a degree of habilitated doctor (habilitÄ“ts doktors). Doctoral degrees are awarded by specialized councils: †¢ promotion council (promocijas padome) – awarding the degree doktors only †¢ habilitation council (habilitÄ cijas padome) – awarding both doctoral degrees. The regulations for awarding of doctoral degrees are set and the promotion and habilitation councils are appointed by Latvian Science Council (Latvijas ZinÄ tnes Padome). 2.9.2 Higher professional education (ProfesionÄ la augstakÄ  izglÄ «tÄ «ba) is a higher education based upon applied science. It provides knowledge and skills for professional activities. Acquirement of the programs of professional studies can take place independently of academic studies, concurrently to or after them. Non-university type higher education institutions offer higher professional education programs leading directly to professional qualifications. To be treated as a completed higher education, the duration of professional studies has to be not less than 4 years. University-type higher education institutions may offer 1-2 year programs leading to professional qualification after achieving bachelor degree (bakalaurs).[8]

The dominance of the so-called â€Å"click and mortar† model can be explained by its success on the ground.Two good examples are Wells Fargo in the US and Nordea in Scandinavia. 3. 4. Case-study–experience from the two most successful cases Two most successful examples: †¢ †¢ Wells Fargo (US), has actually the highest absolute number of online customers, more than 3 million out of its total 24 million customers in 2001. California and Scandinavia have extremely high rates of Internet use. Both are technologically advanced and started early in Internet deployment. Wells Fargo started e-banking business as early as in 1989. Both have tightly integrated Internet in their operations and their existing infrastructure. Trend: The major application of e-banking—SME finance E-banking is used more and more for improving access to finance.Financial constraints for SMEs have never been effectively solved and have been thought inevitable. Therefore, when lending to an SME, a bank needs to assess the SME’s economic viability and future cash flows instead of collaterals. However, in many developing countries, banks are still in the very early stage of mastering sound lending policies and good credit practices. Their lending appears to simply rely on collateral rather than cash- flow projections. banks’ lack of capacity of non-collateral credit assessment has caused them unable to provide lending services to SMEs. Supervisors need to recognize that the Internet allows for the provision of e-banking services that can span geographic borders and potentially call into question existing jurisdictional authorization requirements and the regulatory processes; †¢ Supervisors need to recognize the implications of taking a restrictive approach toward currently regulated banks without an even-handed treatment of foreign organizations that may conduct identical or nearly identical activities via the Internet in the local jurisdiction. Supervisors should ensure that banks appropriately manage the legal uncertainty during the period while the legal infrastructure for cross-border e-banking remains under construction. 5. 1. 4. Its policy implications †¢ Policy goal: The objective of both the host and home supervisors should be to avoid or minimize legal risks stemming from jurisdictional ambiguities, and to ensure that e-banking activities are adequately supervised with clearly defined supervisory responsibilities. †¢Basic principle: Focus attention on the need for effective home country supervision of cross-border e-banking activities on a consolidated basis as well as continued international cooperation between home and local banking supervisors regardi ng such activities given the possible absence of a physical banking presence in local jurisdiction. Such as focus is essential to promote safe and sound cross-border e- 9 banking without creating undue regulatory burden or impediments to banks’ use of the internet delivery channel to meet customer needs. Complementary principle : Home supervisors should provide host supervisors with clear information on how they oversee a bank’s e-banking activities on a consolidated level. Host supervisor would generally rely on the home supervisor to effectively carry out its supervisory program. Where there are concerns about the effectiveness of a home supervisor’s oversight program, the host would approach the home supervisor on a bilateral basis. The host supervisor will need to consider what actions may be appropriate to protect local residents and their banking system. Cooperation among national supervisors . Rapid pace of development of e-banking and the associated risk s will require supervisory agility, resources and, in the crossborder context, cooperation between home and host supervisors. 5. 2. This intensifies challenges to the management to ensure that adequate strategic assessment, risk 10 analysis and securities reviews are conducted prior to implementing new e-banking applications. †¢ Outsourcing issue: E-banking increase banks’ ependence on information technology, thereby increasing the technical complexity of many operational and security issues and furthering a trend towards more partnerships, alliances and outsourcing arrangements with third parties, many of whom are unregulated. †¢ †¢ Increased legal and reputational risks E-security issue: The internet is ubiquitous and global by nature. It is an open network accessible from anywhere in the world by unknown parties, with routing of messages through unknown locations and via fast evolving wireless devices.Therefore, it raises significant challenges on security controls, customer authentication techniques, data protection, audit trail procedures, and customer privacy standards.  § While companies have been keen to embrace the potential offered by these technologies, few understand the inherent vulnerability and risks associated with e- finance. Since 1999, Brazil has seen a 418% increase in electronic security incidents; Korea has seen a 932% increase and Japan has seen over 1000% increase in malicious electronic security i ncidents (Tom Glaessner et al, 2003).  § Over 57% of all hack attacks in 2002 were initiated against the financial sector (Tom Glaessner et al, 2003). Once a lender makes a loan, the borrower knows that their performance will be reported to the credit bureau. The information contained in a credit registry becomes part of the borrower’s â€Å"reputation collateral†; late payments or defaults reduce the value of this â€Å"collateral† providing an additional incentive for timely repayment.
